General information on higher education
Higher education in Kazakhstan is offered by institutes, academies and universities. Institutes and academies cater for specialised education in a limited number of subject areas, while universities have a broader range of subjects.
The legal framework for the higher education system follows the Constitution of the Republic of Kazakhstan and the 2007 Law on Education (last amended in 2020).

National external quality assurance requirements
Responsibilities within the national external quality assurance system are shared between the Ministry of Education and Science (MES) and accreditation bodies included in the National Register 1. MES is responsible for licensing, state attestation and monitoring compliance with national legislation while quality assurance agencies conduct institutional and/or specialised (programme) accreditation.
After they have been licensed and successfully passed the accreditation by one of the registered quality assurance agencies, higher education institutions and programmes are also included in a national register (National Register 2 and National Register 3 respectively). State credentials can be issued only for those students who have completed studies in a HEI and for programme that are included in these registers. In addition, only educational institutions included in the Register will receive state educational grants.

Eligibility requirements for foreign agencies: Foreign agencies have to be listed in the national Kazakh register. To be listed, agencies need to be registered in EQAR and to also meet the following requirements: to have the status of a legal entity in the organisational and legal form of a non-profit organisation; to be a full member of the international network of quality assurance; to have the resources necessary to fulfil the obligations on accreditation of educational organisations, educational programs; to have the necessary staffing; to have accreditation standards (regulations) that establish requirements for the accreditation procedure.
